These are two most downloaded video streaming apps.  Tiktok has more than 300 million users and Instagram is second with 1 billion monthly active users. The difference between these two apps is that Tiktok uses your phone to record short videos and upload them on a reel while Instagram just allows you to upload still photos with a caption. 
A person may like one app better because they prefer recording videos or uploading stills, but which app will be more popular in the future?

5. You can only upload 15 seconds at a time on TikTok as opposed to one minute for Instagram stories. 
6. The quality of posts is much higher on Instagram than it is on TikTok because there are fewer ads to distract from the app interface. 
7. You don't have filters or stickers on TikTok, which means you have less control over how your content looks overall as opposed to using these features while posting pictures and videos to Instagram (these are limited though). 
8. You cannot record video through TikTok either which means there is no way for users to stream live or post anything other than still images which often leaves them out of touch with their fans (as does not having any ads).
